I'm the leader of a clan, thats above top 50 in clan wars for the U.S. and we suggest that the time for decks to refresh should change by an hour every single war. As war matchups progressively get harder, you need to attack as soon as the decks refresh in order to get 1st place in the river race. Since most of us live in the United States, our decks refresh at 4-6 AM, While our matchups in Japan, Iran and Other countries have their decks refresh in the middle of the day. A lot of us are asleep by that time and just can't afford waking up at that time because of work, Etc. Up vote this post so we can make that suggestion please!!! Thanks!
